Mandates NEVER apply to the general public but that's part of the ruse of this whole Mandate 'thing' in the first place.

It is a commission or contract by which one person (the mandator, ex: the Governor) "requests" someone, the mandatory, (see above who this actually applies to) to perform some service "gratuitously" (meaning voluntarily). Your article is misleading. Unfortunately here in New Zealand our rights to not be part of medical experimentation are not upheld by the state.
