Steve, you should make a correction: Bell's Palsy would only affect one side of the face, and is more likely the cause of Newsom's disappearance for a couple weeks. Guillain- Barre is a much more serious condition which can lead to overall paralysis, but would start usually in the hands and feet with tingling sensations and weakness.

This feels like a disinformation story to me mainly because it would have required Gavin Newsom to knowingly allow himself to be injected with toxic poison. I have a feeling he (with the help of his handlers) deliberately designed this story including eye witness testimony in order to substantiate a falsehood about Newsom taking the vax.
